Lincolnshire County Council Grow program

 

Adult and Community Learning in Lincolnshire will be entering a new phase of development from September 2008.

In the past, the adult learning programme was delivered directly by the county council. From September, in-line with the strategic direction of the county council and the Learning and Skills Council, the lifelong learning service will be starting partnership agreements with a range of providers to supply the 2008/09 programme.

The county council will continue to deliver Family Learning, but all other courses will be offered via commissioned providers. This new approach will ensure that there is a wide range of learning opportunities available across the county.

Partners include further education colleges, schools and community based providers, to ensure a variety of courses and delivery methods, giving more choice for learners and more courses on offer.

The aim of this partnership work is to improve access to learning, increase the number of learners and enrolments and provide high quality, value for money learning opportunities.

Over the past two years the focus of publicly funded adult education courses has been changing significantly in line with Governments priorities. These priorities mean there has been a shift in the balance between 'traditional' adult education to learning focused on building skills for employment, level 2 qualifications and learning that can lead to progression. This has seen an alteration to those courses and learners who are eligible for funding.

This has an effect on what the County Council is able to provide and we have been in discussion with other learning providers to develop alternative ways of delivering the targeted learning programme.
